January was cold this year; I hope everybody bundled up and kept warm over the last few weeks!
With the general session underway, we have our first legislative update of the year to share! In this newsletter, we're discussing bills filed for student safety reforms in pedestrian railroad crossings (as well as digital privacy protections!), strengthened public accountability for public utilities, consumer protections, and more.
Our office is also starting the 2026 Youth Advisory Council next month! It's always a great way to hear new ideas and engage with our District 51 high schoolers.

🏛️ Legislative Update 🏛️

2025 shocked and dismayed many in our community, as we watched many of the federal regulations and institutions we've come to rely on get dismantled. We can't replace all that federal infrastructure, but I'm determined to build durable state-level protections to improve safety and access to services.
Today's bills are all about utilities, student safety, and surveillance pricing; let's dive in!
| | Utilities and Public Infrastructure | | |
I have always made the accessibility and transparency of our communities a priority, and the 2026 session is no different. This time, I'm sponsoring three bills to help maintain our communities' interests in the utilities we need.
Rate Increase Hearings
When gas, electric, water, or sewer utilities request a general rate increase, the Illinois Commerce Commission has historically scheduled public hearings on request. The opportunity to speak shouldn't depend on advocacy groups catching rate increases and submitting requests; that's why I'm sponsoring a mandate to schedule these hearings.
Rather than put the onus on community members, the bill would require that the ICC hold at least one accessible public hearing without being asked, providing notice to both the general public and each utility customer at least two weeks in advance.
Aging Water Infrastructure Fund
When municipalities can't afford necessary repairs to their water systems, they face pressure to sell to private utilities. Those of us who live in communities blighted by periodic boil orders know that private utility ownership frequently means higher rates and reduced public accountability.
I want to start a conversation about that. We have programs to help communities with roads, with capital investments, with school improvements: why not our water systems? I'm introducing legislation creating a Municipal Water Sustainability Fund to preserve public ownership and prevent privatization from becoming the only option municipalities have.
Landfill Encapsulation
I'm also sponsoring a bill to set clearer standards for how landfills should be managed post-closure. Illinois has regulations for how a landfill should be operated, but right now we don't have consistent rules around maintenance for landfills repurposed to another use. Common sense waste management will help keep the trash where it was intended to go.

Marin's Law
In 2024, Marin Lacson, 17, was struck by a train while walking to school. This session, I'm sponsoring Marin's Law in Springfield to require all rail carriers to install pedestrian crossing gates at crossings within 1.5 miles of a school.
Pedestrian-specific protections aren't as robust as they need to be: kids on foot should get active warnings and physical barriers, the same way that cars do.
Thanks to the incredible resilience of the Lacson family and their advocates, I hope to prevent a tragedy like Marin Lacson's from ever happening again.
Student Privacy Protection
The Student Online Personal Protection Act (SOPPA) took effect in 2017 to restrict how software vendors for our schools can use student data. When there are breaches or mismanagement of data, the bill allows penalties to be enforced through the State Attorney General's office. Unfortunately, that isn't always enough.  My bill establishes a private right of action under SOPPA. By giving a civil cause of action, families and schools can directly seek remedies when companies misuse their children's data.
| | Algorithmic Surveillance Pricing | | |
Companies gather a lot of data about us. Browsing histories, purchasing patterns, locations, and more. A lot more: When that data gets combined, companies frequently get enough information to raise prices or gouge wages. Algorithmic pricing systems estimate how much you're willing to pay and set your price accordingly.
Two people buying the same product might see different prices, because the system sees that one of them is in the physical store, while the other is online shopping at home. Two gig workers doing the same work might get paid different wages, just because the system detected that one had visited a pawn shop recently.  Illinois does not have any laws against this. More than one person in the General Assembly has raised this issue over the years, but nothing has been done. That's why I'm joining my voice to those who want a robust, clear framework that protects our consumers and workers from these practices.

  Lincoln Elementary Parent Mentor Program | I got to visit Lincoln Elementary School and see the Parent Mentor Program in action! Great to see firsthand how beneficial and fun this program is for students, parents, and teachers. Thank you to the staff, parent mentors, and students! |  
| The 2026 Youth Advisory Council is getting started next month with our first two meetings! The YAC is a great opportunity for high school students to voice their concerns, share their suggestions on legislation, and learn about the legislative process in Illinois!  In the first half of the program, our Youth Advisors will explore the legislative priorities of the district and debating bills. In the second half, Advisors debate on how best to distribute $1,000 amongst community-based organizations that they care about, passing a "District 51 Budget." | |
YAC meetings will be held monthly between 5 PM - 6 PM through July at our District Office. There is no commitment needed: we understand that students have busy schedules.

The Illinois Retail Merchants Association recently launched the Illinois Retail Scholarship Challenge, which encourages high school seniors to develop creative, practical solutions to real business challenges facing the retail sector, with teams competing for scholarships of up to $60,000.
The scholarship challenge is open to all Illinois high school seniors, and the application deadline is March 30, 2026.

| | | | Important Changes to SNAP Benefits | The federal government passed a new law that makes significant changes to the Supplemental Nutrition Assistance Program (SNAP), also known as Link in Illinois. Follow these steps so you don't lose your food and grocery benefits!  1) Update your information: Report any changes in your income or changes to your household to the Illinois Department of Human Services.  2) Review work requirements: Find out if you need to be connected to a job, volunteer opportunity or education & training program for at least 80 hours per month. If you qualify for an exemption, apply for one!  3) Stay informed!: Get the latest updates and share this information with family and friends.  Need support? The Illinois EPA's Electric Vehicle Rebate Program funding round has been extended to run through May 31, 2026.
Illinois residents who purchase a new or used all-electric vehicle from an Illinois licensed dealer and meet eligibility requirements can apply for a rebate. Low-income applicants are eligible for enhanced rebates and priority disbursement.
The Illinois EPA will prioritize low income applications as specified in the program requirements, which are available through the button below.
$14 million has been appropriated for this round, and applications are reviewed on a first-come, first-served basis.

| | Illinois Virtual Licenses Now Available | | |
Illinois residents can now add their State ID or Driver's License directly to their Apple Wallet for iPhone users. This new option can make it easier to verify your identity securely in apps, online, and in person.
To get started, open the Apple Wallet app on your iPhone and follow the prompts, or visit their website for step-by-step instructions.
Please note: the mobile driver's license does not replace a physical counterpart, but instead acts as a companion.

Secretary of State Alexi Giannoulias is warning Illinoisans to keep on the lookout for text message scams claiming to be from the “Illinois State Department of Motor Vehicles” that threaten to suspend vehicle registration and driving privileges.
The text messages are phishing attempts designed to trick residents into giving up personal or financial information. Recipients should not respond or open any links found in unsolicited texts and emails.
“Phishing scams are unfortunately an increasingly prevalent threat in our modern society, seeking to cheat Illinoisans out of their personal information and hard-earned money,” Giannoulias said. “Please remain vigilant to avoid these scams and report them to protect yourself and others from falling victim to fraud schemes.”
The office only sends text messages to remind residents about scheduled DMV appointments. It does not send text messages regarding driver’s license or vehicle registration status.
Illinoisans are encouraged to report scam attempts to the Federal Trade Commission by visiting reportfraud.ftc.gov.

The Secretary of State has added some info for anyone who has questions about getting a RealID. To learn more, there's now a "Get A REAL ID" portal on the homepage of the office's website (www.ilsos.gov).
There, you can see: (1) if you need a REAL ID before the May 7 federal enforcement period begins; and (2) how to find a walk-in location or schedule an appointment near you.

  Court Based Rental Assistance Program | | |
The Illinois Housing has launched the Court Based Rental Assistance Program, which is a joint application between the tenant and the housing provider / landlord.
Any Illinois tenant may be eligible to receive CBRAP assistance if:
- They have a pending eviction due to nonpayment (A court-summons document will be required).
- The household lives in Illinois and rents their home as their primary residence.
- The household’s total gross income does not exceed 80% of the Area Median Income for their county.
